A man named Charles Gilfillan sold some 3,500 acres of land on White Bear and Mounds Townships to a railroad magnate named James Hill in 1883. Mr. Hill called his property the North Oaks Farm. Mr. Hill also bought some of the adjacent farms during the next few years, which increased his acreage to approximately 5,500 acres. Mr. Hill had a plan that his farm that would support the settlers that his Great Northern Railway would bring and establish farms next to the tracks.

Mr. Hill believed his North Oaks Farm was an opportunity to improve both the livestock and agriculture and livestock and. In order to ensure their success pass that knowledge on to the settlers in addition to supplying them with livestock, supplies, and seeds. Mr. Hill figured that his railroad would prosper if the farmers prospered.

The North Oaks farm had over 40 buildings, some of which are still standing and are listed on the National Registry of Historic Places. At its best the farm employed some 400 men to work the farm. In 1916, when James Hill died, his son Louis Warren Hill, inherited the farm. When Louis Hill died his son, Louis Hill, Jr., took over the daily farm operations and only farming part of the land while maintaining the rest as woodlands.

Louis Hill, Jr. established the North Oaks Company in 1950 and started developing residence properties. Quality was more important than scale and the development was measured. Locations for houses were selected to ensure that the natural beauty was to be preserved if possible so as to conform to nature. Beautiful nature trails evolved from bridle paths. They were designed so that they would follow the natural contours of the land. Mr. Hill, Jr. sometimes altered the path of a road to save a lone tree and helped survey most of the early lots himself.

The daughter of Louis Hill, Jr. and her husband have continued the dream of her father starting in 1995. They both understand the features and contours of the land as well as Mr. Hill Sr. did some 50 years ago and are both passionate about conscientious use of their property. A long term conservation plan has been initiated by the North Oaks Company under their guidance. In order to realize their vision, renowned land use planner, Randall Arendt was brought in by the couple. Over half of the remaining property in the community is currently subject to permanent conservation easements through their stewardship.

Under careful public scrutiny, a set of strict planning guidelines was adopted in 1999, following two years of consultation with the community of North Oaks. This endorsement ensures that all future development will adhere to the values that have characterized the community of North Oaks from the beginning, which are values friendly to the environment.

The children of Louis Hill now own the North Oaks Farm. They have elected to develop the property into a model residential community. Having witnessed a fair amount of metropolitan sprawl during this time, they have incorporated the North Oaks Company and have a mission to build with respect for the natural environment. The Association of Home Owners in North Oaks was created to ensure their mission would be fulfilled and the property was subdivided and sold with a warranty deed and with the responsibility for recreation and roads. Each deed placed the property line of each home halfway into the street, which made all of the roads privately owned.

The North Oaks Company owns the remaining property in the community. Tours are available for the original farm buildings, which have been restored. The dairy building, blacksmith shop, and machine shop are three of the remaining structures that are listed on the National Register of Historic Places.

North Oaks is located northeast of Saint Paul and the twin Cities and is a uniquely suburban community. In 2006, North Oaks celebrated its 50th anniversary having an emphasis on maintaining a natural environment and a rich history. The population of North Oaks is more than 4,500 people. All of the residential roads in the community are private and considered for the use of the residents of North Oaks and their invited guests since the properties of the residents extend halfway across the road. No property is owned by the community of North Oaks. The Association of Home Owners in North Oaks owns the trails as well as the park and recreational area throughout the community because the residents own the roads.

The region around North oaks started out as a water source for the St. Paul municipal water system because it was structured around Pleasant Lake. This municipal water system still retains water access rights to this day. In 1883, James Hill bought the property sometime later and expanded the area into a 5,000 acre horse hobby and breeding farm.

There were 1,378 families, 1,746 households, and 4,469 people living in North Oaks according to the 2010 census.
